The Standard edition is intended for small to medium-sized businesses that require no more than two instances of the server software in a virtual operating system. The highest number of users is determined by the number of CALs, or client access license requirements. In general, the Standard edition provides the core Windows Server functionality (including but not limited to the functionality of Windows Server Essentials 2019).

Virtualization
Windows Server 2019 Standard includes two OSEs (operating system environments) or virtual machines (VMs) per license, as well as one Hyper-V host. Additional licenses must be purchased if you require more VMs in your infrastructure. In comparison, the number of virtual machines (VMs) supported by the Windows Server Datacenter is unlimited.
